why do I sometimes have blood and hard bowels but other times its not hard

Hello, Susan.
There could be several reasons for the symptoms you describe, particularly if you have IBS in addition to IBD.
I would need to know more about your history (for instance, do you have CD, or UC?), and the nature of the bleeding you are experiencing (a little bit on the toilet paper just when your stools are hard? cramps, and a whole lot of bright red blood "pouring" out with diarrhea?) to be more help to you.
