Might persistent photophobia be an indication of migraine ?

My son , age 23, suffers from persistent photophobia.  He has had mild light sensitivity since he was about three years old and it has gotten worse over time.   He now has extreme light sensitivity to any kind of light both indoors and outdoors. He has no headaches or aura…
