full Migraine Syndrome for last 2 yrs. Tried OTC's, Periactin, Imitrex, Maxalt,Inderal, Topamax,no Relief. What's next?

First of all, don't lose hope. There are still many, many treatments your daughter hasn't tried. For prevention, there are over 100 medications and supplements that can be used for Migraine prevention, so you still have many options.
The best suggestion I can make is to get her to an actual Mgraine specialst. That's the turning point for many of us. It's important to note that neurologists aren't necessarily Migraine and headache specialists. Take a look at the article Migraine and Headache Specialists - What's So Special? If you need help finding a Migraine specialist, check our listing of Patient Recommended Migraine and Headache Specialists. At 13, I can't tell you wich of the "regular" specialists would see her. Some will, but not all, so it's worth noting that there's a section of pediatric specialists in our listings too.
