It could be, but it could also be any number of other conditions. I would suggest that you bring it up with your doctor at your next appointment.

I have MS, but my similar shoulder symptoms turned out to be bursitis/tendinitis/arthritis...

We have a tendency to blame everything on MS because of the wide variety of symptoms, but we must let our doctors make that call on an individual basis.

I would be interested in hearing an update when your doctor weighs in!

MS does not define who I am

I have also had a lot of shoulder pain with burning or aching sensations.  My doctor initially thought that I had injured one shoulder so I had an x-ray and ultrasound.  There was no arthritis or bursitis, but the tendon (superspinatus) was inflamed.  I had physiotherapy with some improvement.  Now the other shoulder is displaying the same symptoms that I experienced initially.  My doctor found that I have now developed muscle weakness in both arms with no cause other than MS.  As a result, the muscle in both shoulders do not function properly, which causes improper muscle coordination when moving or supporting the shoulder joint.  This has caused tendonitis in both shoulders.  I received cortisone shots which have helped but what is really necessary is to continue with working out to regain muscle strength in order to support the shoulder joints.
