I'm worried my sister might have MS and have been misdiagnosed. Her right leg drags terribly, she can't raise her foot more than an inch. She's fallen severaly times due to this. She's been to 2 neuroligists and they found white spots in her brain and a spinal cord lesion, but was told by both that it was not MS,since the white spots weren't "active", & there was nothing that could be done about the spinal cord lesion, except to to exercise more, and discharged. One did give her Neuroton which did not help the leg drag. Should I encourage her to seek another neurologist?

What did the neurologists say that your sister has? What was her diagnosis?
There are many different diseases which can cause lesions in the brain and spinal cord. It is always OK to get a second opinion, perhaps with a neurologist who specialized in MS. In the meantime, here is a post which discusses diagnosing MS....
