I have gross upper arms. I need an undergarment to rein in the flab!

My upper arms are gross. Clothes that would fit me are to tight for my arms! It is a result of gastric bypass surgery and I can't afford plastic surgery. Does anyone know how to get Pacificsource to cover the cost? I can't even hold or move my arms properly because of my wings!! I have thought of...
