You need a family adjustment.  That means you have to be her model and the family team captain.  Clean out your fridge and stock it with lots of fruits, veggies (already cut up), fat free individual yogurts, and have lots of "one person size" foods ready.  Then once she has an adequate breakfast - get her involved in playtime" and make sure pantry foods are out of her reach - she needs to learn to "get occupied" so her hunger behaviors normalize.  She's not hungry - she's become used to feeding her -

Boredom

Stress

Unhappiness

Loneliness

And other emotions with food.  You need to probably sign on at this point with a dietician or nutritionist who specializes in kids and work on changing these behavior patterns now.  Getting her signed up to lots of activities and out of the house where she does not have immediate access to food will help.  Make sure you are steering clear of fast food and processed food.  Foods in their natural state have much more fiber - filling you up and satisfying you.  Finally - she should be on 1% or fat free milk and dairy products and water should be her beverage of choice.
