I am not familiar with any free gastric bypass surgery and though your BMI is a bit over 30 - and clearly you are carrying substantial extra weight - I would suggest finding the root cause of your overeating.  If it's emotional - seek counseling from a psychologist who specialies in obesity and eating issues.  Walking daily is free and actually helps you to channel emotional feelings into exercise instead of eating.  There are now free exercise programs and web programs so again, no cost involved if you have a computer.  Eating education through again the internet or from books, I wrote Fat families Thin Families can offer you solid and healthy approaches to eating.  At the end of the day - you need to take ownership of this health situation, just like we take ownership of our finances and other "life necessities."  Be kind to yourself and change one habit at a time but get support and help.  An organization like Weight Watchers or Overeaters Anonymous might help as well.
