I don't know about the cheapest or the best places to have surgery. But it is my understanding that Oklahoma City has some of the greatest bariatic specialists around.
I'm from OKC originally. My cousin had surgery a few years ago (in Mexico) rather than staying close to home. She wanted to save the out-of-pocket expense. Later, she needed follow-up surgery for which she returned to the original hospital in Mexico against her cardiologist's desire for her to have the surgery at a local hospital. She didn't survive.
The family talk was that there are excellent places right there in OKC where surgery isn't necessarily the cheapest but it is safer and more highly recommended. Sorry, I do not know the specifics on which doctors, hospitals, clinics, etc offer surgery. Even if I did, I couldn't really make a firm recommendation for legal reasons.
Please continue to do your research and find the doctor, hospital, clinic which best fits your needs. Medical professionals which are available for follow-up care are very important. Consider that when making the choice to travel or not.

Most surgeons will offer financing. Think of it as a car payment and the cost becomes a little easier to get your head around. I get that you want to save money. I really do. But this is not the place to skimp. This is not like going to Great Cuts hair cuts instead of a good salon. This is major surgery... think really hard on this.

The goal of the Weight Loss Surgery Foundation is to help people in the weight loss community address their special needs. Funds and resources have been given away in the form of surgery grants to people who have been denied access to the bariatric surgery that is needed to successfully address obesity.
