Can osteoarthritis be in the neck?

The back of my neck hurts, sometimes goes down to my shoulders and sometimes up into my lower head. The other nite the ball of my left foot hurt really bad and went up into my middle toe. I had an MRI done on my neck and they found nothing. Dr. gave me pain pills. Pain pills? I want a diagnosis....
