Dieting & Exercising But Gaining Weight

I am 38 years old and female. I have yo-yo dieted for years. Currently, I have a nutritionist and I am following a 2000 calorie a day food plan. I exercise 4 times a week, alternating between cardio and weight training. I also drink 64 ounces of water a day and dandelion tea is the only thing I drink other than water. My body fat percentage is decreasing but my weight is increasing. I also look bloated. What am I doing wrong?
