Urethra irritation - tip of penis (opening) is red

I am a bicycle rider and recently began having issues.  The very opening of my penis is red and irritated. incontinent

had surgery feb.19,2007 for prostate cancer.  have had incontinence problems since.  when can we expect it to stop.  will another surgery of some type help alleviate this aggravation...disgusted and depressed over this outcome.   help.
