Q: What treatment is there for inability to urinate due to stricture besides wearing a catheter?

My friend, age 59, had seeds and radiation therapy and now 2 years later was hospitalized for not being able to urinate. They inserted a catheter and it took a long time. With my friend, the dr said the urethra enters the bladder higher on the bladder than normal. They gave him a catheter and said he may have to wear it for life.  What a shock that was for him. I've since read that strictures can be operated on. Why didn't they offer that as a solution?
