The rate of change of PSA is very important and this certainly does represent a fairly rapid rise. However the recent UTI that you had can still be having a negative impact on your PSA reading. The fact that the discomfort has returned implies that the infection may never have cleared up and you may need to be treated again for an infection prior to repeating the PSA.
