Hello janmajoy,   I am not sure I understand your question. There are men who are uncircumsized and sometimes the skin grows closed and can make it difficult for the skin to move back when the man is erect. Dr Jay Motola makes reference to issues with the foreskin in a young man of 22 years who is having difficulties. You can read the entire article here. In the article Dr Motola says, "The pain that you are experiencing at the tip of the penis is non-specific and could be related to many different factors. If you are not circumcised, the discomfort could be related to the foreskin. Irritation from condoms or a spermicide could also be the offending factor. It sounds that you need to have a thorough examination with a urologist, and if you have seen one already, a second opinion should be obtained."   Now you don't say you are having pain, but the article might have something in it that you can ask your doctor about.   I hope this helps.
