Normally the flow rate does dissipate at the end of urination. What you are describing is post-void dribbling. Milking the urethra manually is one means of treating this. When done urinating, try to pass your penis between two of your fingers and exert some pressure beginning at the base of the penis and proceeding towards the tip. This may help to drain the last bits of the urine from the urethra. Attempting to restart a urinary stream after finishing urination may also be of some benefit. If you are not circumcised, you can pull your foreskin back, and dry the tip of the penis. Some of this leakage may be a result of urine that is puddling inside the foreskin. Sitting down to void may also be beneficial. Getting you to relax while voiding may also be helpful. A simple behavioral modification technique by gently exhaling through a straw while voiding may also help to alleviate the problem.   If all these suggestions do not work, a visit to a urologist would be in order, and should include sonography to establish how much urine is truly left behind in the bladder after you have completed urination.
