Does a low PSA test result indicate that recurrent prostate cancer has not spread?

Prior radical prostastectomy; PSA reached nadir of zero, but after three(3) years PSA

commenced to rise, but combination of avodart/casedex reduced same to 0.1 reading

What did the PSA rise to?   Casodex will bring it way down but with a nadir of zero, it is unlikely to cause any major problems.
