Q: PSA levels and accuracy of biopsy?

My father's PSA level is 8.7, he has minor symptoms, however apart from that is very healthy.  He is 70 years of age.  He has been for consultations, however remains unsure of the accuracy of the biopsy.  Literature states that this can be done and still leave cancer undetected, is this the case?  Also what PSA level is classed as high as opposed to slight? Please help as my father has never had ill - health in his life and is very worried about this.  Thank you kindly
