Heel pain can be caused by one of several things, such as a bone spur or plantar fasciitis (a condition where the thick tissue on the bottom of the foot running from the toes, over the heel and up the calf gets inflammed and painflu, causing heel pain, especially first thing in the morning).  Both are very common orthopaedic problems.  It would be uncommon for heel pain to be associated with RA since RA is more likely to affect the ankle or toes.  I would recommend seeing an orthopaedist who specializes in foot and ankle pain.  He/she can diagnose the cause and recommend treatment, such as exercises, shoe inserts or splints.
