I live in Ontario and don't work in the field, so I can't give you specifics, but I can hopefully point you in the direction of that may give you the answers you need.
I suspect that Québec like many other jurisdictions, consider more the impact of whatever condition or disease you have then the specific illness - i.e., whether your impairment is caused by MS, RA or an accident doesn't matter, what matters is the fact that it impairs your ability to work. That means that your eligibility for disability payments will require an assessment, including medical statements by your doctor in terms of your employability and how your RA affects your ability to work. If you are able to work part time, there may be programs available that will help you with retraining or any accommodation you might need in a work environment to help you do the work. However, if your RA has impacted you to such an extent that you are unable to work at all, you will likely qualify for social assistance under a different category. It will require you to prove that you are permanently disabled by your condition and will likely be a bit of a long process, but you'll get there eventually. Just be prepared for lots of paperwork. If you have been working, you may qualify under two different programs. As far as I could see through a bit of googling, the provincial program offering financial support for people with disabilities is the Québec Pension Plan through Régie des rentes du Québec (click here for more information - there's also a contact page there with phone numbers that you can call for more information).
