That is very dangerous as you probably already know.  The answer to your question is that it could be both.  It may be bruised, but if he jumped off his garage he definitely needs to get it checked out and fast.  The problem is that you have many, many small joints in the ball of your foot that can easily be damaged.  And if you go with damaged joints without getting treatment for it, it can cause deformities, sometimes severe deformities, and pain for the rest of your life.  He should definitely go see a doctor and get his feet xrayed, the doctor can make a better diagnosis from there.  Good luck and best wishes!
