Can you be prohibited from a applicant position or position because of a secret medical regulation?
Since Senior George Bush signed into law the American's with Disabilities Act (1990).
But the Law was just a Lie. There is a secret regulation: ELM-806 Section 152.3.
Such is used secretly by the postal service medical and management team against veterans and applicants and employees. And if so, can they do such arbitrarily? Because I was thought to be mentally ill but I was allowed to carry mail from house to house in contact with the public, but when I requested training and duties for window clerk in contact with the public, I was DENIED. All kind of excuse was given until a Lower Ranking employee was provided the position instead of me.
Finally, the "U.S. EEOC" and the "U.S. MSPB" and the "U.S. District Court" and the "U.S. 7th Circuit Court of Appeal" would not reply to the regulation which was always attached too an complaints or appeals. With such actions demonstrated by the administrative process and courts of review, the mentally ill has no help even with respect to the 1990 disability act.
Therefore, no matter what you claim you accomplish, there are many secret obstacles that affect the those with mental illness with respect too this USA sociality and STIGMA.
Absolutely, no one wants to address this secret mental medical regulation issue.

I am sorry to hear of the experiences you had with the Post Office.
This is of course not right.
It is greatly upsetting to you and I understand why you're inflamed.
I am interested in reading the text of ELM-806 Section 152.3.
I hadn't known of its existence.
As far as I knew, it was up to an employee whether or not he or she wanted to disclose his psychiatric condition. From what you suggested, you were required to make your diagnosis known. This is sad, as discrimination exists and you have no idea how your employer will use the information.
Do you know where I can view the text of the ELM-808 Section 152.3?
I have Googled it, and see you posted this experience to the comments section of a NAMI blog. I'm not sure how I could change the fact of what happened to you, howerver, I do urge you to tell as many people as possible so that everyone is aware of this injustice. Perhaps then change will come.
