What options does my family have re: a paranoid schizophrenic adult son/brother?

my brother is refusing to up his medication for his PS.  he is clearly delusional and paranoid and has been diagnosed w/PS.  however, we are being told "nothing can be done" about getting him into a fully, medically supervised facility until we can prove he is a danger to himself or…
