I am not sure if this is a question or more of a statement.  But yes I agree with you that the only sure fire way of not getting an STD is abstinence.  And this would include all forms of sex, including oral sex.

But for the great portion of the population who does not practice abstinence, it is good to have some information about how to minimize the risk of getting an STD. 

The following information comes from the Centers for Disease Control and Prevention:

"The surest way to avoid transmission of STDs is to abstain from sexual intercourse, or to be in a long-term mutually monogamous relationship with a partner who has been tested and is known to be uninfected.

Latex condoms, when used consistently and correctly, can reduce the risk of transmission of STD's."
