Doing anal sex it seems okay at first then fecal matter comes on the penis even though you wash and take a laxitive the day before. What can be done to make this better?

Well, there is no totally safe method. The use of a condom is always advisable to protect both parties as much as possible but even they are not totally effective to prevent the spread of sexually transmitted diseases.
Otherwise, I think you are doing about as much as you can hygienically. You have to acknowledge that the anus is the transporter of waste matter from the intestines and nothing can change that.
