How long has this been there? Is it growing, itching?

There is no way to diagnose what you are seeing from here. There are just too many possibilities from a sebaceous cycst which often disappear on their own, warts, other bacterial infection, a rash, an allergic reaction to something, or an sexually transmitted disease.

Something on skin which is red and hurting for no apparent reason is cause to be seen by a doctor, if you think it too worrisome, who can examine, test, and if necessary, treat whatever it is.
