Q: After shaving i got little pimple like bumps on my vagina. Also i noticed on the outer sides of my vagina, above my thigh and on my inner thigh i noticed lumps that were some what tender to the touch.

If you have concerns the best thing to do is to get guidance from your doctor. But it does sound like shaving bumps or sebaceous cysts which are harmless.
You may want to read my post entitled, Bumps on the Vagina: How to Know if it is Serious. Usually it is not anything serious. Your skin may be sensitive and you may have to be careful with the way you shave. Pimples and acne can appear not just on the face but on the rest of your body.
Please do ask your doctor for help with this if you are worried.
