what could breast tenderness be a symptom other than pms or pregnancy?

If you are young and still developing breast tissue, it may be sensitive; certain breast cancer masses are inflammatory and tender to the touch - but that would be a localized issue. PMS usually explains it much of the time but women also complain of breast tenderness with onset of a period or during a period.
