I don't know if anyone can tell you the "right" age to have sexual relations. How old are you two now?
In my opinion the right age to have sexual intercourse is when you can be responsible for your sexual health. This means that you are using protection against STDs and that you are prepared to use either protection or birth control to avoid pregnancy if you are not ready to have a child. For the female it means seeing a gynecologist to ensure that she is in good health. Then there are emotional factors to consider. Once you have done this, there is no turning back. How will this affect your relationship?
It isn't a bad thing to wait especially if one partner or the other is scared and needs time to process things. Some people wait until they are an adult...which is an age defined differently by various cultures. I know in our society there is a rush to have sexual intercourse but it may not be so bad to wait. Wait until you are both ready. Wait until you can be responsible and wait until you are ready for a commited relationship.
