You'll probably want to see a dermatologist, or your family doctor to be sure.
I don't know, but it sounds like jock itch, usually caused by area being moist much of the time, often accompanies wearing jockey shorts which restrict air flow and rub on the area. See this article for symptoms of jock itch.
Usually, keeping the area dry and using loose clothing and you can get an over-the-counter antifungal ointment, lotion, powder or spray. Ask the pharmacist.
But we're not doctors, so in case it does not respond, you'd be best off letting a doctor see it and tell you how to treat it.
