I just noticed a bright-red round mark on my scalp, where I part my hair. I can't tell if it raised because it is surrounded by hair. It is probably no bigger that 3mm. I have had basel cell carcinoma before and am concerned about recurrence. Should I have a doctor examine it?

You definitely should get it checked out. If it is nothing then...great. But if it is something then you may have caught it in time before it grows worse.
