recurring skin rash

I have a rash on my lower leg that usually is discolored and dry but have blisters that show up about 3 times a year and contain clear fluid. then after 3 weeks they dry up and look discolored as a large scar. My doctor says it is bacteria infection but im not sure because it keeps returning.
