Is my birthmark cancerous, and can i get it removed?

I have a birthmark on my lower back. It has been there since birth. But now I am 13 years old and want it removed. When I asked my mom to get it removed, she does't want to send me to get it removved becuase she thinks that it may be cancer and im not supposed to touch it (as in infect it or something). So, siply my question is, is it cancerous? If so can i still get it removed? how do doctors remove it? Do i go to a dermatologist for that? and can I get a tatoo over it to hide it? Thank you for helping!

Actinic Keratosis is a precancerous skin condition that develops when the skin is exposed to sun.
