is pain after surgery normal

My sister had the Mohs surgery done on her forhead and is having questions. She had the surgery about three weeks ago and is still having pain. There was a lot of dead skin around the area that the Dr. has since removed (not all) and put a skin patch on. My sister said the patch was suspose to be dry under the wound, but is concerned that it is still bleeding and has to change it often. Her Dr. said everything is normal, but my sister has her doubts. She had this procedure done by another doctor (in a different location), several years ago, and never had these problems. The area is still numb on the outer edges, also.
