can a severe sunburn turn into skin cancer?

My husband got a severe sunburn on his arms several months ago - they got huge blisters and then the skin started peeling. On one arm, the skin peeled off and then reburned, causing very ugly blisters - it looked like a fire burn. Now several months later, although the arm looks back to normal, there are some wart-type bumps where the worst burn was; could this be a sign of skin cancer?
