I would get this looked at since it could simply be a slow healing wound, since you don't say how it developed or it could easily become infected - with some rather nasty and resistant bacteria.  You also need to rule out any skin cancer possibility.  Any chronic "weeping" wound should be checked by a nurse or doctor.  Keep it clean and lightly covered till you check it out.
