Q: Why is basal skin cancer more common than squamous cell cancer?

I know that the squamous cells are layered above the basal cells in the sky, progressively going from a layer of live basal to live squamous to several layers of dead sqamous that slough off regularly. So my question is, since the squamous lie above the basal, then wouldn't the basal be more protected from UV rays? Why is cancer in these cells more common than in squamous? Also, since sqamous cells seem to be produced and die quickly, how is it even possible to get cancer in them?
