I hope this helps, but I too have the same condition which lasted for quite a few months until I decided to get it checked up. This condition is known as Blepharitis, it is a fungal infection of the skin surrounding the eye, either upper or lower eyelids, the condition can stay with you for quite sometime but is alleviated by the application of a cream much like what you use on athletes foot called Ketocanazole. However this cream is much much much more dilluted than athletes foot cream DO NOT apply athletes foot cream to your eyelid unless you want to create some real damage. Hope this helps,  you will have to  see a doctor proper diagnosis and for a prescription of Ketocanazole but it's fairly quickly diagnosed so you won't have to wait around for a few weeks sending tissue samples and such, also after you start using the cream you will start clearing up after about 2 weeks and a bottle will last you for years.
