Drink lots of water and use a good lotion.  My feet often get the driest and for them I use NeatFeat and Heal Balm.  It really helps keep them smoothe.  I get it online at Therawear.com and its pretty affordable too, but I would pay anything for something that works.  Anyway, if you're interested the the website is http://www.therawear.com/neat_feat_foot_and_heel_balm.html.  I hope this helps!

Try Lac-Hydrin 12%.  There is a generic form called Amlactin and Laclotion.  In some states you need a prescription.  Look for lotions containing lactic acid, gycolic acid,  and urea.  A milder form Lac-Hydrin 5% is available on drug store shelves.  It costa about $20.00, but is worth it.  It stinks, however!

Another cream called Carmol 20 is pure Urea.  However, this one didn't help me.

Kinerase was recommended for my face - OUCH - it costs $136.00
