With sun exposure I have developed a red rash on the shins of my legs, could this be sun poisoning?

I developed this after lying on the beach.  I used SPF 15 the first day and then I started using 50 SPF for the next 5 days I was exposed.  The rash was hot to touch, however it isn't now, this is the 8th day since it started.  I was wondering if this could be sun poisoning or could lead to cancer.

I have a red rash on my shins. It is also on my forearms and sides of my stomach. I developed this rash after a sun vacation in the Dominican, I did use SPF 15 the whole time I spent on the beach. What could it be?
