my sister has such a dry itchy,craddle cap like scalp that she is losing her hair,cause of this?

She did get a shirt as a gift for her anniversary and it was from China. There has been news on products coming from China to wash first. She was not aware of this. She broke out in a huge rash. She hasn't worn it since then however. This was about 3-4 months ago. Her ras is on other parts of her...
