it is a form of eczema. It usually appears in the warmer months and it is nowhere to be seen in the colder months. There is something that you could try that could work. if it doesn't go and see your doctor or dermatologoist for treatment.   Try this if you want:  soak your hands in Epsom salts and warm water (warm enough to handle, but not too cold). do this twice a day for 20 minutes a day. Like I said, try this and if it doesn't work, go see a specialist.   Thanks
