I do not use latex gloves. I do use a lot of hand lotion, especially in the winter.

Could be eczema or some kind of atopic dermatitis. You could try an over- the-counter cortisone cream and a gentle moisturizer like Cetaphil brand but I would first suggest getting a specific diagnosis from a dermatologist since an allergic reaction is handled quite differently than a dry skin condition.
