I get itchy, redish rashes on my fingers & now a round spot on the back of my hand. It is localized,

Could be eczema or some kind of atopic dermatitis.  You could try an over- the-counter cortisone cream and a gentle moisturizer like Cetaphil brand but I would first suggest getting a specific diagnosis from a dermatologist since an allergic reaction is handled quite differently than a dry skin condition.
