Q: red dots on toes same spot both feet when ever they appear

To start my hygeine is very important to me. I work in the public eye and assume that people take notice to me...

So I have these dots on my feet they go and come, before the dots my nail beds would itch like crazy! I didn't know what was wrong, thought that I had athelets foot so I bought some over the counter products, since that didn't work I went to my family Dr. and he said he didn't know what was wrong and suggested that I see a podiatriest. He then told me that it was because I was a diabetic...I am NOT a diabetic, I am however insulin resistant and am not claiming the whole "sugar problem thing" I just didn't make since to me and felt as though the was just giving me a "reason" as to why I was having this concern. He did prescribe Naftin which took away the itch, and another cream that is simply a softenr, since my nail beds became very dry and hard.

Of this months later I went back to see another Dr. he just told me that I had "DRY" feet and prescribed me the same softner for my feet that the previous Dr. did.

I don't know what to do. I notice that it breaks out when I wear heals, dress shoes etc. The red dots always show up in the same spot on both feet. They do not itch, bleed or irritate me. I just would like to understand what it is. And am puzzeld as to why they show up in the same spot, but then they can go away as well. By the way the medicine that was given to me does not take it away Has anyone ever heard of something like this before 

Ok so I've gone to three doctors one telling me that he didn't know what I had and referred to me another Dr. Well he prescribed me
