Q: I have a little white raised bump/blister on my arm that will not go away. What can it be?

I have a little white raised bump/blister on my arm that looks like a little scar/white head or could even be mistaken for injection mark. It has slightly white surface and is hard to touch. I saw few other women with similar scars on their arms. I had it for couple of years now - any idea what that might be?
