Red bloody spots on inside of bottom lip

My son has red spots that look like mosquito bites on his arms and back, sometimes on his chin or face and on his hands. They itch alot. They fade and then more appear than he had before. Then, suddenly, one morning, he had a bunch of red bloody spots on the inside of his bottom lip. No one seems…
