Absolutely!  Use a cosmetic cream called Regen and you will take care of the eczema.  Will not matter if you tan in a tanning bed or a spray on tan.  I used to work in a tanning salon that sold Regen and it takes care of skin problems.  Here is a pic: http://blog.oli-co.com/?p=547  It works so well that one of the largest tanning distributors in the world carrys the product.
