Can redbugs cause blisters? My daughter was weeding and her hands are all covered in blisters

She was also handling Spanish Moss which we know can harbor redbugs.  She's pretty positive there was no poison ivy where she was weeding.  The skin eruptions started three days after weeding and are also around her waist.
