Im 11 years old and i have had a rash on my arms and legs and its itchy and sometimes around my eye

im 11 years old and i have had a itchy rash on my arms and legs for about a month or more and sometimes i get red under my eye but it doesnt itch when i was at my aunts house i had a red ring all the way around both of my eyes and i have eczema so i have a lot of dry skin and i want it to be…
