Q: What about a sunburn that causes skin to slough off without blistering first?

My 9 year old daughter played outside in the pool for way too long and ended up with what i would call a severe sunburn.  However that was 3 days ago, she has yet to form blisters on her chest, but the skin is peeling off when she rubs across it in her sleep.  Now she has patches of skin missing with what i would call raw skin or meat exposed.  She hasnt ran a fever, however the day after she developed the sunburn, she felt dizzy and ill.  She now feels fine, but i am concerned that she may have had sunpoisoning and i am concerned about infection and scarring.
